Panopticism and Complicity

Historically, libraries, archives, and museums—or LAM institutions—have been complicit in enacting state power by surveilling policing communities. This article broadens previous scholars’ critiques about individual institutions to writ large, drawing connections between these sites ongoing racist, classist, oppressive designs. We do so dialing on the ethical premise that justifies panoptic systems, utilitarianism, how glorification of pragmatism reifies systems control oppression. First, we revisit LIS applications Benthamian Foucauldian ideas examine role as social enmity. then describe examples surveillance they manifest contemporary data infrastructure information practices, showing institutional fixations with utilitarianism reify U.S. carceral through norms such aggregation weaponization user overreliance metrics. argue practices are akin widespread criminalization.
